BY-LAWS TO THE CONSTITUTION

BY-LAW 1: AMENDMENTS
Any By-Law may be amended by full approval at any monthly meeting or by a majority
vote at any subsequent meeting subject to a quorum being present.
BY-LAW 2: FISCAL YEAR
The fiscal year of the Club shall run from January 1 to December 31.
BY-LAW 3: REGISTRATION
3.1 Requirements
A player shall be considered registered when the player or, if the player is under the
age of 18 years, the player’s parent and/or guardian:
1. Completes Club and league registration forms as required;
2. Completes the promissory note for the loan of playing
equipment; 3. Signs any required waiver forms;
4. Signs any required
insurance forms; 5. Provides
written consent to play;
6. Pays the required registration fee;
7. Provides the required Volunteer Fee, if applicable.
3.2 Balances Owing
Payment of the balance of registration fees owing must be made two (2) days (48
hours) prior to receipt of equipment. If payment is not received then the player shall be
considered as having resigned.
3.3 Payment
The Registration Fee shall be in the form of cash, credit card or debit card. The Club
reserves the right to not accept any payment in the form of cheque.
3.4 Eligibility
No player is eligible to practice or play until his/her registration is complete in accordance
with By-Law 3, Sections 3.1 and 3.2.
BY-LAW 4: REFUNDS
4.1 Eligibility
For all age groups, if a player decides he/she does not want to continue playing or is released
from the team, and notice is given not less than two (2) days (48 hours) prior to the first
league game, fees will be refunded less applicable administration charges as identified in
By-Law 4 Section 4.2. If a player decides he/she does not want to continue playing and
notice is given after the first league game, fees will not be refunded.
4.2 Administration Charges
Administration charges may include, but are not limited to, fund raising initiatives, Football
Manitoba Registration Fee, player league fee and an equipment restocking fee.
∙ The Football Manitoba registration fee is set out by Football Manitoba and is subject to
change from time to time.
∙ The player league fee is set out by the associated league and is subject to change from
time to time.
∙ The equipment restocking fee is set out by the Club Executive, and has been levied at
twenty dollars ($20).
BY-LAW 5: EQUIPMENT
Equipment shall not be issued to any player who has not completed his registration in
accordance with By-Law 3, Sections 3.1 and 3.2.
BY-LAW 6: TEAM STAFF
6.1 Six and Nine-Man Teams
Each six and nine-man team may be staffed by three to four people consisting of a head
coach, and assistant coach, a manager/assistant coach, and a trainer.
6.2 Twelve-Man Teams
Each twelve-man team may be staffed by six people consisting of a head coach, two assistant
offensive coaches, two assistant defensive coaches, a manager/equipment manager, and a
trainer.
6.3 Staff Increases
Staff sizes in the preceding sections are recommended minimums only; maximum staff sizes
shall be determined in accordance with the associated league rules.
6.4 Coach Selection Rules
1. Coaching positions will be considered vacated at the end of each football season with the
exception of the Head Coach of the Major Team and Midget Team.
(Head Coaches for Major and Midget teams would carry a two-year term with the
selection committee selecting a new Head Coach for one of the two teams only each
year.)
2. The Club shall distribute a questionnaire to all of the Club’s current coaching staff on or
before October 31
st of the current year. All coaches will be required to complete the
questionnaire and have it returned no later than November 30
th of the current year.
3. All persons wishing to become Head Coaches must apply for the position in
writing. 4. Criteria:
∙ Must be certified as required by Football
Manitoba; ∙ Provide your N.C.C.P. certification
number;
∙ List of previous experience;
∙ List of references, if previous coaching was not with the
Eagles; ∙ Proposed action plan;
∙ List of assistant coaches.
5. Any or all of the assistant coaches may be rejected at the discretion of the committee.
6. All coaches will agree to a background check, if required by the Provincial Sport
Governing Body (Sport Manitoba and/or Football Manitoba).
6.5 Coaches Selection Committee and Coaches Coordinator
1. The Club shall appoint a Coaches Coordinator. The Coaches Coordinator shall have
several years coaching experience with East Side Eagles Football Club and have the
confidence of the Club Executive. The Coaches Coordinator shall ensure that all
coaches at all levels of football played throughout East Side Eagles shall be properly
qualified and registered with Football Manitoba. The Coaches Coordinator will also
ensure that on field coaching is done with best practices in mind. The Coaches
Coordinator will have the ability to appoint up to two individuals to assist in meeting with
coaches and reviewing and advising those coaches regarding systems, planning,
technique and attitude conveyed to all concerned. Should it be determined that any
coach or coaches are detrimental to East Side Eagles or football in general the Coaches
Coordinator shall take those findings to the Coaches Selection Committee for discussion
and resolution. If the Executive deem that the Coaches Coordinator is in conflict, the
Club President shall chair that meeting. The Coaches Coordinator shall advise the
Coaches Selection Committee of those findings and not vote on that specific issue.
The Coaches Coordinator shall meet with the coaches of each team prior to
the commencement of the season.
2. The Club shall appoint a Coaches Selection Committee consisting of at least three
people. Where a committee member is an active coach, that member will not be
permitted to determine resolutions involving the team they are coaching. The Coaches
Coordinator shall chair all Selection Committee meetings (except as indicated in
previous section 6.5(1)).
3. The committee shall review the coaching applications to determine those that
have expressed an interest in a head coaching position for the upcoming
season.
4. Contact will be made to those persons that have expressed an interest in a head
coaching position on or December 15
th of the current year.
5. The Committee may place a written notice in the community newspaper or on a
website prior to February 1st of the upcoming season for any positions not already
filled.
6. All replies shall be in writing and received no later than February 28
th of the following
year. 7. The Selection Committee shall meet on or before March 10
th
to review all
applications for
head coaches for positions not already filled.
8. If no applications are received the Selection Committee will have the authority to
contact eligible persons and offer the position to them and appoint that person, if they
accept.
9. The Selection Committee shall render a final decision for the Major and Midget Teams on
or before December 31
st of the current year. The Coaches Coordinator shall contact
Head Coaches.
10. The Selection Committee shall have the right to terminate any coach at any time.
BY-LAW 7: CLUB INCOME ALLOCATION
7.1 Fund Raising Activities
A minimum of twenty five percent (25%) of the proceeds from all volunteer work and
initiatives shall be allocated to the Club income ledger account.
7.2 Individual Team Fund Raising Activities
Teams that have requested Club approval to undertake an individual fund raising activity shall
be assessed the level of the proceeds to be remitted to the Club. The level of proceeds will
be determined by the Club executive in conjunction with the review of the team fund raising
activity proposal for Club approval. The level of proceeds may be assessed by the Club
executive based on a percentage of the proceeds or flat amount. The amount assessed
shall not exceed twenty five percent (25%) of the proceeds.
BY-LAW 8: TEAM MANAGER RESPONSIBILITIES
1. Complete team Game Sheets, including all players, managers, trainer and coaches
names. Game sheets must be handed in at the time keeper's station prior to the game
and the team copy to be picked up at the end of the game.
2. Maintain a player roster and contact list and inform the Club’s First Vice-President of any
and all player and coaching staff changes (such as withdrawal, injury, etc.)
3. Ensure all coaching team staff has completed the required “Football Manitoba
Registration, Waiver & Consent” form, and all completed forms have been remitted to
the Coaches Coordinator
4. Co-ordinate with the Club for the distribution of player uniforms.
5. On being made aware of a player who decides he/she does not want to continue playing,
managers should inform them that all equipment must be returned immediately and, if
applicable, request and complete the "Application for Refund" when equipment is
returned to the Club.
6. Maintain a file of the "Medical Information" forms for all players at all practices and
games. Player medical information must be accessible by the team trainer during all
practices and games. All medical information forms must be destroyed at the end of
each season.
7. Report accidents or injuries to the Club President or Vice-president and ensure the
required "Football Manitoba Accident" form is completed.
8. Arrange for a three (3) person crew to work the yard and downs sticks at home games.
Games will not start if this crew is not provided and your team will forfeit the game.
Ensure the crew is available 20 minutes prior to kick off to receive instructions from one
of the game referees.
9. Assist the Club in volunteer recruitment by distributing relevant information.
10. Coordinate with your team required activities to support the Club; such activities as, but
not limited to, Family Fun Weekend, Silent Auction prize donations, Club grounds
garbage collection.
11. List, distribute and collect all team Raffle, Pool and/or fund raising event tickets.
12. Arrange for an adult to sell the 50/50 tickets at home games. 50/50 draws shall take
place at all games where your team is designated as the “Home” team which may
include games not played at the East Side Eagles field.
13. Inform your team of the awards banquet and distribute the tickets and collect the
money. 14. Inform your team of the date for team photos and collect the money for the
photos.
15. Communicate relevant information with coaching staff and parents/players (such as
equipment pickup date(s), game schedules/changes, Family Fun Weekend, etc.)
16. Coordinate your team’s equipment return at the end of the
season. 17. Attend meetings as requested.
BY-LAW 9: REGISTRATION EXEMPTIONS
9.1 Executive Exemption
Any person serving on the Club Executive, for more than one term and having a child
registered and playing after the first term, shall be exempt from the Club registration fees.
The exemption will continue as long as the person remains on the Club Executive and their
child is an active player.
9.2 League and Club Representatives
Any person not already identified and has a child registered and playing, who is elected or
volunteers to represent the Club at a League position or as a team representative at the
League level, shall be exempt from the registration fee for the duration of their term at that
position. The exemption is applicable to the net amount after payment of the current League
Registration and the Football Manitoba Registration fees in place in the second and
subsequent years.
9.3 Ten (10) Year Exemption
Any person who has volunteered with the Club as a Coach, Manager, Trainer, Executive or
Bingo worker, for a period of ten (10) years or more, and has a child registered and playing
shall be exempt from Registration and Volunteer Fees. The exemption is applicable to the
net amount after payment of the current League Registration and the Football Manitoba fees
in place in the second and subsequent years.
9.4 Exemption Eligibility
Only one of the exemptions stated in By-Law 9 Sections 9.1, 9.2, and 9.3, shall be applied to
any one person during the year they are eligible. The most favourable exemption will be
applied.
BY-LAW 10: VOLUNTEER FEE EXEMPTIONS
1. Any person serving on the executive shall be exempt from the requirement of the
volunteer fee.
2. Any person listed and registered as a coach, manager, equipment manager or trainer
shall be exempt from the volunteer fee.
3. Any person not already identified who is elected or volunteers to represent the Club at a
League position or as a team representative at the League level, shall be exempt from
the volunteer fee for the duration of their
